Reflections, recommendations and conclusions . Reiterates the central theses of the previous reports: that the principle that lottery funding should be additional to grant-in-aid, rather than a substitute for it, has been abandoned by ACE to the detriment of opportunities to benefit across the country, and that this is contrary to directions on distribution of Lottery funding, and ethically and socially wrong.
