Arts Council England invested £37 million across 21 ‘places’. Only places which appeared in the bottom 20% of adult arts participation were able to apply for funding. This is the final evaluation report on the first phase of CPP and presents overall outcomes to January 2017. The report highlights “a variety of successful approaches to producing local arts programmes and learning”. A generally cheerleading report written by ACE funded organisations recognises that later CPP projects have learned from the experience of earlier ones and therefore “hit the ground running.” Overall the report is perhaps lacking in critique for such a large and expensive project; and overly reliant on the testimony of stakeholders and employees.
