Evaluation of New Labour initiative that piloted a programme of a cultural offer to all children and young people in England of five hours per week of high-quality cultural experiences. Immediately axed by the incoming Coalition Government in 2010 the programme was never rolled out across the country as intended. Evaluation intended to construct the evidence base for future investment based on different starting points for different delivery models in different places.
